Tributes have been paid to renowned councillor, businessman and community campaigner Steve Povey, who has lost his battle with cancer.
Friends and colleagues have paid tribute to 'people's champion', affectionately known as 'Mr Leek', after he passed away at his home in Ashbourne Road yesterday afternoon.

The 53-year-old father-of-two was diagnosed with lung cancer in August, but just a month ago rose from his sickbed to challenge colleagues on Staffordshire Moorlands District Council to cut their allowances.

He was well-known in the town for playing a leading role in organising community and charity events, as well as campaigning for local causes.

The UKIP councillor for Leek North and a former Leek mayor, Mr Povey also ran the well-established Povey's Oatcakes store in Biddulph's High Street.

He is survived by daughter Olivia, aged 19, and Alex, aged 23, who now runs his oatcake shop.
Friend Keith Harrison, district councillor for Leek North, said Mr Povey began receiving chemotherapy less than a fortnight ago, the Sentinel report today.

Mr Harrison's wife Gillian and two other family friends helped care for Mr Povey as his health deteriorated.

Mr Harrison said: "He has done so much for the community, as a youth leader and later as a councillor. We are very sad and upset."

"His hard work will be very sadly missed, but he will be missed as a friend more than anything."
"My wife said he was fine on the morning of his death and there seemed to be something different about him."

"It was over very quickly. He passed away just after the ambulance arrived. I feel for his children as they have also lost their mother."

Mr Povey's ex-wife Carol, the mother of his children, died at the age of 45 in 2008 after being crushed by a horse in a freak accident.

Neighbour and fellow district councillor Pam Wood said to the Sentinel: "Our thoughts are with Steve's family."

"Both me and my family will miss him tremendously and the people of the town will miss him."
"Since he was 14 he has been involved in some way with this community and nobody had worked harder for Leek than he has."

"He lived for Leek and has done so much. I don't think anybody can fill his shoes."
Friend Ron Locker, district councillor for Cheadle West beat bowel cancer in 2010 and had spoken to Mr Povey about his illness.

He said: "Steve was a Leek man through-and-through. He loved his town, he loved the people and he will be sorely missed as there was such a lot more he could have done.

"He was a people's champion. He was always on the side of the ordinary people."

Mr Povey served as a district and town councillor for more than a decade and was elected as a county councillor for Leek at the second attempt in June 2009.

He underwent a triple heart by-pass in 2008, but resumed his council and community work shortly afterwards.

Brigadier Anthony COWGILL a Pillar In The Defence Of Freedom

Last Sunday a man I am very honoured to have spoken with extensively over several years died - it was not until his death last Sunday that I realised his age. In our conversations he was generous with his time and tolerant of my naive questions as I sought to learn ever more about my Country's enemies of The EU.

I deffer to the words of Christopher Booker who knew him considerably better than I.

After eight years of tortuous discussion, the Lisbon Treaty, by hook or by crook (but mostly, some would say, by crook), is all but a done deal. The EU will shortly have its constitution by any other name and take its place on the world stage as a fully fledged government, complete with its President (not Tony Blair), Foreign Minister (not David Miliband), an unelected Cabinet (in the shape of the European Council) and enormous new powers over all our lives.

Strangely, however, thanks to the skulduggery whereby they had to pretend that the treaty was not the constitution they wanted, we are not yet officially allowed to read the constitution we shall all have to live under. To assist their sleight of hand, the document the politicians signed at Lisbon consists only of amendments to previous treaties (copied out verbatim from the rejected constitution). Read out of context, these amount to little more than gobbledegook.

The one person who made it possible for us to read our new constitution in comprehensible form was Brigadier Anthony Cowgill of the British Management Data Foundation (BMDF). With extraordinary diligence, and much aided by his son Andrew, he produced a "consolidated" version of the treaty, putting all the amendments into context. What is more, over the past 17 years, Tony Cowgill had performed this invaluable service for each new European treaty in turn, used by politicians, civil servants, lawyers and others all over Europe.

On Thursday night this remarkable man, an unsung hero of our time and a good friend of mine for over 20 years, died just before his 94th birthday. Last Sunday, in my last conversation with him, he said "the secret of remaining active is to remain active".

I hope to be able to pay proper tribute elsewhere to Tony Cowgill's various impressive contributions to our country's life, including his leading part in correcting the woeful misrepresentations of the episode in Austria at the end of the Second World War, when we handed back a large number of Cossacks to the Soviet Union. Brigadier Anthony Cowgill

Brigadier Anthony Cowgill, who died on October 29 aged 93, had a varied career as a soldier; as chief industrial engineer for Rolls-Royce; and providing high-level liaison between many of Britain's leading companies and government policy-makers. But his two most notable contributions – illuminating one of the most controversial episodes of the Second World War and explaining the "gobbledegook" of EU treaties – were made at an age when most people have retired.

The first of these achievements centred on the British Army's handover, in Austria in 1945, of 47,000 Cossacks to the Soviet Union. This later led to widely publicised allegations that Harold Macmillan, in 1945 Britain's political representative in the Mediterranean, and Lord Aldington, a senior officer in Austria at the time, had conspired to defy orders and higher command by handing over the Cossacks to almost certain death. Exhaustive researches by a small team headed by Cowgill showed that the charges were baseless and had arisen from a fundamental misreading of the historical evidence.
The second initiative to win him plaudits was to present the ever more complex series of European treaties in a form which made them uniquely comprehensible. His annotated editions of each treaty, from Maastricht to Lisbon, continue to prove invaluable to politicians and many others.
He was then, as India prepared for Independence in 1947, seconded to the Partition Commission, organising the separation of the country's armed forces between India and Pakistan, after which he was assigned to the new Pakistani army. This led to what he described as the most worrying moment of his life. Returning to his Lahore headquarters one day he found himself, in British Army uniform, the only white man on a train overrun by thousands of armed Pathan tribesmen bent on seizing Kashmir. Sure his last hour had come, he was highly relieved when, addressing him as "sahib", they treated him instead with friendly respect.
After serving in the Korean War, Cowgill eventually retired from the Army as a brigadier in 1969 to become Chief Industrial Engineer to Rolls-Royce. He was closely involved in the final stages of the development of the revolutionary RB-211 jet engine, the costs of which led to the firm's bankruptcy and its nationalisation by the Heath Government in 1971, although the RB-211 was ultimately a huge commercial success. In 1979 Cowgill set up the highly-respected British Management Data Foundation (BMDF), run from his home in the Cotswolds, to provide expert briefing to many of the leading companies in British industry and to assist them in high-level liaison with government on matters of common concern.
In 1986, then aged 71, he was shocked to read The Minister and the Massacres, a book by Count Nikolai Tolstoy accusing Harold Macmillan of having conspired with senior Army officers in 1945 to commit a "war crime" by handing over large numbers of surrendered Cossack and Yugoslavs to face death at the hands of their Communist enemies, in flagrant breach of military orders. Since this was the gravest charge ever levelled at a British prime minister or at the British Army, he invited Lord Brimelow, a former permanent head of the Foreign Office, and the journalist Christopher Booker, both of whom had studied this unhappy episode, to join him in a full investigation of the facts.
Initially all three had found Tolstoy's account persuasive, but were aware that there were significant gaps in the evidence. By a remarkable feat of detective work over four years, Cowgill managed to track down all the missing signals and orders necessary to a proper understanding of what had happened. In particular, thanks to inspired guesswork, he discovered in a Washington archive 127 unopened boxes containing many key documents previously thought lost. What gradually emerged was a picture of the events totally at odds with the version given by Tolstoy.
In 1989 many of these documents played a part in the libel action brought by Lord Aldington against Tolstoy, resulting in the largest libel damages ever awarded in a British court (£1.6 million, although this was never paid). When, in 1990, the Cowgill team published, it revealed that the part played by Macmillan had been quite irrelevant to the fate of the Cossacks. The handovers had been fully authorised from General Alexander down, in full accord with established Allied policy. Indeed, several of the "massacres" described by Tolstoy had never in fact taken place and the majority of Cossacks were released from gulags after a year. Cowgill's report, The Repatriations from Austria in 1945, was praised by leading historians as a model of its kind.
In 1992 Cowgill was again shocked to learn that Parliament was being asked to approve the Maastricht treaty before MPs had been given the chance properly to read it. All they were given was a series of amendments to the existing treaties, which read out of context were no more than gobbledegook (a Foreign Office minister said it would be "improper" to publish a complete version of the treaty before it was ratified). With the aid of his son Andrew, Cowgill worked round the clock to produce a "consolidated" version, putting all the amendments in context. Sir Keith Joseph, a former Tory Cabinet minister, then arranged for copies to be circulated to every MP before the Maastricht Bill came up for second reading.
The BMDF's edition of the treaty proved so uniquely valuable that it was given semi-official status, much in demand by policy-makers and many others, not only in Britain, but also in Europe and America (one admirer was Henry Kissinger). Cowgill and his son went on to produce similarly authoritative editions of all the subsequent EU treaties, right up to their latest, The Lisbon Treaty In Perspective.
Tony Cowgill was a shrewd observer of the world, believing that public policy must be "data driven", and rest on properly researched evidence. It was this which led him to increasing scepticism on many issues, from the value of our membership of the EU to global warming. In 1948 he married Anne, whom he had met in India where she was serving as a WRNS officer. She died in 2005, and he is survived by their son and daughter.

In wishing Tony's son our condollences at his loss let us hope that we are not to loose too much in his demise and that Andrew continues his Father's exemplary work of enlightenment, continuing the work of The British Management Data Foundation, where they had worked together for many years in Stroud.

I believe all patriots should remember this man - not for his career or chosen work but as a patriot, for his commitment to his patriotic beliefs long after his retirement - when many men repair to self indulgence Sir Louis continued to support those who stood for sovereignty and values in these United Kingdoms - as with his unstinting support of Steve Thoburn.
I always believed that UKIP did too little to promote its Patrons who had risked their reputations in declaring as Patrons of UKIP.

Vice-Admiral Sir Louis Le Bailly

Vice-Admiral Sir Louis Le Bailly, who has died aged 95, was an iconoclastic naval officer and Director General Intelligence from 1972 to 1975, responsible at the height of the Cold War for the collection (from a wide variety of overt and covert sources) of information on the enemy, principally the Soviet Union and its allies.

He had learned his trade in Washington and as Deputy Chief of Defence Staff (Intelligence), and knew his subject, particularly the Soviet Navy, intimately. His strategic warnings of military, economic and technical developments behind the Iron Curtain were given in straightforward language.
Despite rising to the summit of British intelligence, however, he considered espionage a strange twilight world, and his years there were the least happy of his 46 years' service. He was also embarrassed to discover that the flat he had taken in Dolphin Square had been lived in by the traitor John Vassall, and that his own report of this was leaked to the press.
Louis Edward Stewart Holland Le Bailly was born on July 18 1915, the son of an engineer in the Royal Naval Air Service. As a boy Louis and a cousin bought £5 tickets at Victoria station to take them to Germany and Austria, where they went mountain-climbing. His early impressions of Germany were favourable, as he noted its jolly Hitler Youth and clean streets that were a contrast to the slums and squalor of home.
His summons to join the Navy was delivered via a telegram from Gieves, the naval tailors, to a ski resort in Austria in 1928, and he joined Dartmouth in the Drake term.
He served under training in the battleship Hood in 1932, and wanted to pursue a career as a navigator, only to be prevented by defective eyesight. He considered the alternatives of the Army or Oxford, and somewhat reluctantly became an engineer, studying at the Royal Naval Engineering College, Keyham, from 1933 to 1937. He returned to Hood as a junior engineer officer, serving from 1937 to 1940. "It was like coming home," he recalled.
Next Le Bailly stood by the cruiser Naiad while she was building on the Tyne, and saw action in the Mediterranean until, on March 11 1942, she was sunk by a German U-boat south of Crete. Le Bailly was in the after engine room when a single torpedo struck and all lights went out; he helped several men to escape but was ever afterwards haunted by the memory of those who had been trapped, owing to design defects, in compartments below the waterline.
Many of the men were burned or injured on the bilge keel as they slid down the side after the order to abandon ship. The sea was rough, and there seemed to be little hope of rescue as the fleet steamed away at high speed. After an hour or so those "a bit panicky or wounded" had been put on the few Carley floats; a stoker's voice came over the water, singing Abide With Me. To Le Bailly the last two lines ("Heaven's morning breaks and earth's vain shadows flee/In life, in death, O Lord, abide with me") seemed appropriate as he trod water, 50 miles from the shore, with his ship on the seabed 600ft below. Fortunately, the destroyer Jervis returned to save all but 77 of Naiad's company of 480.
From 1942 to 1944, Le Bailly taught at Keyham before joining the battleship Duke of York, flagship of the British Pacific Fleet, from which he witnessed the Japanese surrender on board USS Missouri.
Postwar he served both at sea (in the cruiser Bermuda) and ashore. In 1947 he was secretary to Lord Geddes's Admiralty Oil Committee, and chaired the Nato Fuels and Lubricants Standardisation Committee until 1952.
From 1955 to 1958 he was second-in-command of the newly-founded Royal Naval Engineering College at Manadon, where he showed outstanding qualities of leadership and management and from where he was promoted captain.
Known to the fleet as "Lou", Le Bailly was a kind, generous, perceptive and wise mentor to generations of naval officers. He was Assistant Engineer-in-Chief (1958-60); Naval Assistant to Controller of the Navy (1960-63); Deputy Director of Marine Engineering (1963-67); and, unusually for an engineer, was promoted rear-admiral and appointed Naval Attaché and Commander, British Navy Staff, Washington (1967-69).
In 1963, while he was a student at the Imperial Defence College, Le Bailly – along with Neil Cameron (the future Lord Cameron, Chief of the Defence Staff) and Brigadier Kenneth Hunt – wrote to a national newspaper, arguing that Britain needed an independent think tank for the academic study of national defence, and recommended the development of the Royal United Services Institute, an idea which Lord Mountbatten endorsed.
Le Bailly was appointed OBE in 1952, CB in 1969 and KBE in 1972.
In retirement he played a leading role in a think tank, the Institute for the Study of Conflict; was a supporter of Ukip; and became a prolific writer of letters to the editor. He championed the "metric martyr" Steven Thoburn, a greengrocer prosecuted for continuing to use imperial measures. Other letters praised desks at which writers could stand up. A particular bête noire was the undermining of the state education system by what he perceived to be a Left-wing conspiracy.
He published an autobiography, The Man Around the Engine, in 1990. Other books included a collection of his thoughts, From Fisher to the Falklands (1991); an anthology of his published essays, Old Loves Return (1993); and We Should Look to Our Moat (2007), in which he suggested that Britain should concentrate on re-establishing a nation at peace with itself before embarking on overseas adventures. In 1992 he presented the bulk of his papers on naval engineering and intelligence issues to the Churchill Archives at Cambridge.
Le Bailly also campaigned for his local pub at St Tudy, Cornwall, to be renamed after William Bligh of the Bounty, who had been born in the village.
Louis Le Bailly died on October 3. He married, in 1946, Pamela Berthon, who survives him with their three daughters.
